Pregnant Women Support Act

To provide for programs that reduce abortions, help women bear healthy children, and support new parents.

House of Representatives Bill HR-2045 and Senate Bill S-1032; current 111th session of Congress
Pregnant Women Support Act - Authorizes the Secretary of Health and Human Services to make grants to increase public awareness of resources available to pregnant women to carry their pregnancy to term and new parents. Amends the Public Health Service Act to allow the Secretary to make grants for the purchase of ultrasound equipment for examinations of pregnant women. Prohibits a health insurance issuer offering individual coverage from imposing a preexisting condition exclusion or a waiting period or otherwise discriminating against a woman on the basis that she is pregnant. Provides for continuation coverage for newborns. Amends title XXI (State Children's Health Insurance Program) (CHIP, formerly known as SCHIP) of the Social Security Act to allow states to extend health care coverage to an unborn child. Requires health facilities that perform abortions to obtain informed consent from a pregnant woman seeking an abortion. Directs the Secretary to provide for:
(1) higher education pregnant and parenting student services offices; and
(2) programs to work with pregnant or parenting teens to complete high school. Authorizes grants for services to pregnant women who are victims of domestic violence, dating violence, or stalking. Requires states to require a pregnancy determination for homicide victims. Requires the Secretary to provide for supportive services for pregnant women, mothers, and children. Amends the Internal Revenue Code to increase and make refundable the tax credit for adoption expenses. Authorizes appropriations to carry out the special supplemental nutrition program for women, infants, and children (WIC program). Amends the Food Stamp Act of 1977 to increase the eligibility threshold for food stamps. Authorizes appropriations to carry out the Child Care and Development Block Grant Act of 1990. Authorizes grants to provide to eligible mothers education on the health needs of their infants through visits to their homes by registered nurses. Authorizes grants for collecting and reporting abortion surveillance data.

Pregnant Women Support Act Study


Study Finds Parental Involvement lowers abortion rate
In a ground-breaking study, Dr. Michael New, political science professor at the University of Alabama, proves that parental-involvement laws reduce the minor abortion rate by 13 to 31 percent when a state enacts laws to require parental consent or notification before a minor undergoes an abortion.  The involvement of 2 parents increases the likelihood that the teen will not choose an abortion.   The study compares data from the mid-80's when the abortion rate for 13 to 17 years olds was 13.5 per 1000.  By 1999, the number had decreased by almost 50 percent to 6.5 per 1000 for the same age group.  The numbers not only demonstrate the efficacy of parental involvement and notification laws, but prove that we can reduce the abortion rate by 95 percent in 10 years if we support legislation like the Child Custody Protection Act and the Child Interstate Abortion Notification Act.
More Support for Pregnant Women will result in fewer abortions
Catholics in Alliance for the Common Good recently published its own study concerning supporting pregnant women and how those types of programs affect the abortion rate.  In their study, CACG found that states with more generous grants for women, infants and children had a 37% lower abortion rate.

Senate passes Child Custody Protection Act

Democrats For Life of America (DFLA) issued a plea to its members to call upon their Senators to pass the Child Custody Protection Act. The Child Custody Protect Act passed the House over a year ago by a vote of 270 to 157 with over 50 Democrats supporting the measure. The bill passed the Senate by a vote of 65-34 with numerous Democrats supporting the common sense legislation.

Cord Blood Bill passes both U.S. House and Senate

Democrats For Life of America (DFLA) called upon you to urge your Senators to bring the Stem Cell Therapeutic and Research Act for a vote, and the Senate has voted and passed the bill! DFLA applauded the US House of Representatives for the passage of HR 2520, the Stem Cell Therapeutic and Research Act, in a lopsided 413-0 legislative victory. This vote comes after the Senate passed the same bill on Friday. The bill now goes to President Bush for his signature. The bill provides a medically-proven and life-affirming alternative to embryonic stem cell research.
